We are Australia’s security regulator for cyber and critical infrastructure security which includes:
- aviation
- maritime
- offshore oil and gas industries.
We do this by working with government partners and industry stakeholders to maintain a strong, comprehensive and sustainable approach to critical infrastructure and transport security.
Transport security legislation provides functions and powers that require us to set up appropriate and proportionate regulatory settings. These safeguard critical infrastructure and transport security.
The legislation includes:
Regulatory applications
The legislation requires certain industry participants to be regulated, for example:
- ports
- port facilities
- airport operators
- certain types of ships and aircraft.
These industry participants must apply to lawfully operate into, within or over Australia and its territorial limits. This is through various legislative requirements, such as holding and complying with security programs.
Security program requirements
To help you interpret the regulatory requirement for your type of operation, read our
principles-based guidance on preparing security plans and programs.
If required, email your application for our consideration to:

We recommend lodging applications well in advance of your planned start date of any services or activities.
Decisions
We make evidence-based decisions about the mandatory considerations and requirements specified in law. Our decisions are focussed on safeguarding of aviation and maritime transport, and preventing its use in connection with serious crime. For administrative law decision-making, we follow
