Port facilities
Operators of prescribed port facilities have security responsibilities under the
Maritime Transport and Offshore Facilities Security Act 2003 (MTOFSA). This includes having, and complying with, a maritime security plan.
A port facility is an area of land or water that is involved in the loading and unloading of security regulated ships. This may include:
- wharves
- berths
- quays
- anchorages
- cranes
- storage areas
- tanks
- pipelines
- conveyors
- rail infrastructure.
Port facility operator
A port facility operator is a person who has operational control and authority over the port facility and responsibility for its security. This includes controlling and authorising access to the facility.
Other maritime industry participants
There may be other industry participants that use a port facility.
Operators of mechanical loading or unloading equipment, most likely hired by the port facility operator, is an example of port facility users.
